Adopted for the “Project to Construct Network-Type Graduate Schools in Humanities and Social - International Collaboration Type”
History in the Public Sphere (HIPS) is a dual-degree programme jointly run by Tokyo University of Foreign Studies (TUFS) and Central European University (CEU, Austria).
From 2020 to 2024, HIPS was supported jointly by the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT) through the “Inter-University Exchange Project” and the European Union's (EU) “Erasmus+.”
Building on our past achievements, we aim to continue and expand this program in partnership with our universities.
In September 2024, the HIPS program was adopted for the “Project to Construct Network-Type Graduate Schools in Humanities and Social – International Collaboration Type” by MEXT. Along with this adoption, we have decided to manage the program as the “Double Degree Program in History between Four Universities in Japan and Europe – Focusing on History and Memory in the Multicultural Public Sphere” for six years, from 2024 to 2029. This is a project that “supports the construction of a new model for training highly skilled human resources in the humanities and social sciences that meets the expectations of society through network-type educational and research guidance and career support in collaboration with multiple domestic and overseas graduate schools, industry, and international organizations"*. This program is an academic, educational, and inter-university exchange that literally crosses Japan and Europe and aims to become a model for the internationalization of graduate school education in the humanities in Japan. (We are currently applying for Erasmus+ as of winter 2024.)
The renewed HIPS program will begin in 2025 based on an agreement between TUFS and CEU. With the key topic of “history and memory,” students from various backgrounds will study together through the mobility between Japan and Europe, aiming to obtain two master’s degrees.

Objectives
Based on the framework concept of “History in the Public Sphere (HIPS),” this program aims to train global talent who generate historical knowledge from an academic perspective and put it into practice.
Historians, educators, and other professionals have developed and been responsible for some parts of the academic knowledge of history. However, it is certain that history also exists in countless public spaces and that it is represented, negotiated, and contended: for example, in films, novels, games, monuments, museum exhibitions, and historical debates. Since history and memory lie at the root of various issues in the world today, we believe it's crucial to study in a multicultural setting to develop the skills needed to analyze and address them.
Prospective students will explore history and memory's representation, controversy, and coexistence, particularly focusing on the early modern to contemporary era. Based on academic research, they will acquire the skills to unfold history in society through practical experiences such as study trips, workshops, and internships. After graduating from the program, students are expected to pursue careers not just in academia but also in various history-related fields, such as museums, journalism, digital media, tourism, and diplomacy.

[1] The actual program duration is two years, starting in September of the first year, so the shortest period from enrollment at TUFS to graduation is two and a half years.
[2] CEU will recruit students to the HIPS program in the Department of History. Students from TUFS and CEU will be enrolled at both universities and join together as one cohort.
